1. Conduct a security assessment: A security assessment can help identify potential security risks and vulnerabilities. This assessment can be done by a professional security consultant or trained staff members.

2. Develop a security plan: Based on the findings of the security assessment, develop a comprehensive security plan that includes procedures for emergencies, access control, and training of staff and volunteers.
3. Install security systems: Install security systems such as video surveillance, alarms, and access control systems to monitor and control access to the facility. The CCTV system can be monitored during off hours by an unmanned guarding system linked to your own CCTV system. This would help to look for patterns in activity during off peak hours. 
4. Train staff and volunteers: Train staff and volunteers on security procedures, emergency response protocols, and how to recognize and report potential security threats.
5. Implement access control measures: Limit access to the facility by installing access control systems, such as card readers or biometric scanners, at entrances.
6. Establish a communication system: Establish a communication system that enables rapid and effective communication between staff and volunteers in an emergency. Using modern technology for this would be the most efficient way.
